The purpose of this essay is to explore and analyse the issue of compensation or reparations for members of the Stolen Generations. First, a brief overview of the National Inquiry into the Separation of Aboriginal and Torres Strait Islander Children from their Families Inquiry (referred to as the Bringing Them Home Report or the Inquiry) will be provided including the key recommendations drawn from the Inquiry. Second, current reparations that have been offered to Indigenous people within Australia and abroad will be analysed. Finally, from the information gathered the appropriateness of existing reparations will be discussed and recommendations will be made. The Inquiry was â€Å"established in response to concerns among Indigenous agencies and communities that the Australian practice of separating Indigenous children from their families had never been formally examined† (HREOC, 2007). The Inquiry gathered evidence from a number of individuals and organisations including, but not limited to, Indigenous individuals, government and church representatives, government staff (eg. The Inquiry led to the Bringing Them Home Report (BTHR), which outlined 54 recommendations. The categories of recommendation included acknowledgement and apology, guarantee against repetition, restitution, rehabilitation, monetary compensation and implementation (HREOC 2007; add more refs). The removal of Aboriginal children from their families under the notion of ‘assimilation’ and supported by the legislation and policy referred to as ‘Protection’ and ‘Welfare’ was a blatant attempt at genocide1 which is considered by the United Nations (UN) Human Rights Committee as a gross human rights violation (Sculthorpe Mansell, 2008; Ellis, 1996; Pritchard, 1998). Compensation tends to focus on monetary compensation whereas reparation2 is an umbrella term that encompasses all of the categories mentioned above. In light of what the Stolen Generations experienced and what was denied to them they deserve more than basic monetary compensation which is still being withheld by the majority of Australia. The BTHR made clear the expectation that Indigenous people involved in the Stolen Generations be granted reparations following the aforementioned practices inflicted upon them. Not meeting the requirement of providing reparations would be contrary to Australia’s international human rights obligations (Durbach, year? add refs). Nevertheless, little has been done to implement the BTHR recommendations (ref here). Although the Howard government projected a strong focus on reconciliation, they failed to recognise the relationship between justice and reconciliation. Howard’s refusal to apologise based on previous governments wrongdoings meant that very little could be done in the way of reconciliation. Without an apology the healing process for many Indigenous people affected by the Stolen Generations were unable to progress. (Durbach, add more). The Howard government did offer restitution in the form of a $63 million fund 6 months after the BTHR was published. This was to go towards reuniting divided Aboriginal families and the setting up of a national archive in order to trace the devastated communities and preserve the minority of Aboriginal languages still spoken today (references). Although the federal government failed only expressed ‘sincere regret’ for the practices upheld by previous governments, State governments offered formal apologies to the Aboriginal people in their jurisdiction. Between May 27 1997 and October 24 2001 all States apologised for the wrongdoings of their predecessors (website, add more refs). Once Rudd was federally elected, he offered, on February 13, 2008, a formal apology to the Aboriginal people on behalf of the Australian parliament and its people (references). However, the Rudd government clearly stipulated that offering a formal apology would in no way bring forward opportunities for Indigenous people to claim compensation for the forcible removal from their families and the many detrimental effects this had on individuals, families and whole communities (references). In more recent times, the government has promised to establish the Aboriginal and Torres Strait Islander Healing Foundation (13th February, 2009). However, it won’t provide healing services but rather â€Å"fund healing work, educating the community and evaluating healing programs to find out what works† (references). Other restitution initiatives have been implemented across different States and Territories but these initiatives have failed to assist all affected Indigenous people (references). Additionally, the government offered services to reconnect members of the Stolen Generations with their families, but in November 2009 it was announced that National Archives Australia planned on closing four offices between 2010 and 2012 (references). This will prove extremely detrimental to the efforts of services such as Link-Up that rely on these records to assist in the reconnection process. On a State level, Tasmania is the only state to implement an initiative which specifically provides compensation to victims of the Stolen Generations. The Stolen Generations of Aboriginal Children Act 2006 (Tas) was a $5 million fund set up to provide payments to eligible applicants (references). â€Å"106 Aboriginal people qualified for one-off compensation payments while 45 cases were rejected† (website reference). Other initiatives include the Queensland Redress Scheme which offered compensation to individuals who were subject to institutional abuse or neglect and Redress Western Australia (WA), individuals receive monetary compensation as well as an official apology by the state government. If evidence of abuse resulting in medical or psychological loss or injury can be provided then they may be entitled to a further payment. While the QLD and WA Redress Schemes offer compensation to members of the Stolen Generations, they were created universally for all Australians subject to abuse in care settings and therefore do not only compensate the forcible removal of those in the Stolen Generations. (references). In order to claim compensation for being removed from their families, an individual may need to pursue formal litigation. This is a non-existent option for many Indigenous people due to the lack of financial resources, evidence and supporting documents. The evidence may be ‘lost’, destroyed or not kept. Also, there is difficulty seeking lawyers from their remote locations. One successful case is that of Bruce Trevorrow. He sued the South Australian parliament for his removal from his family without their knowledge or consent which led to a life of crime, poor health, alcoholism, smoking and depression. He was awarded $450,000 for injuries and losses and a further $75,000 for his unlawful removal and imprisonment. A further $250,000 was awarded at a later date for interest accumulated over 50 years (references). Australia is not the only country with an Aboriginal population therefore it is vital to consider initiatives that were implemented in other countries to combat similar injustices. Countries that will be explored in this paper are the United State (US), South Africa and Canada. When looking at Australia’s efforts of reparations in isolation the results are disturbing. However, when you compare these to initiatives that are being implemented in other countries it is nothing less than infuriating to see how little the Australian government is doing. The US’ most successful reparations measure was preventing a repetition of human rights violations. The Indian Child Welfare Act (1978) (ICWA) was enacted in order to â€Å"promote tribal sovereignty and reverse the effects of forced assimiliation† (references). Creating an Act such as the ICWA gives credence to Native Americans that similar injustices will not reoccur as it recognised that past policies were inhuman and a violation of basic human rights (references). President Clinton offered an apology to the Tuskegee people who were made part of an overtly racist Public Health Service study between 1932 and 1972 (references). Aside from Clinton’s apology and the enactment of the ICWA, the US’ biggest downfall is their disregard for the need of a formal national apology to the Native Americans (references). Analyzing Dickinson’s Poetry Essay To analyze Dickinson’s poetry, this paper will involve the analysis of three of her works, `Safe in their Alabaster Chambers†, â€Å"I Heard a Fly Buzz-when I died†, and â€Å"The Brain-is wider than the Sky†. 1. The poems were written in the first person. Since most of her poems tackled the depressing situation of death, the speaker of the poem can in fact be a dead person. However, it seemed that ED may also be assuming an all-observing, all-seeing speaker like God. In the Brain-is wider than the sky, it even seemed that God was in fact the speaker since â€Å"the weight of God† was compared to the â€Å"brain†.   As for the poem’s audiences, it may be that the literary works were directed towards the ‘living’ – people who are not safe within alabaster chambers and who have not heard the buzzing fly as they lay on their deathbeds. 2. In the â€Å"The Brain – is wider than the sky†, there is really no definite setting, it can be likened to any moment of rationalization. In â€Å"I heard a fly buzz when I died†, the setting was in a deathbed while it was perhaps in the cemetery for the poem â€Å"Safe in the alabaster chambers†. The situation was related to dying. It may be that the speaker is already dead, or nearing his death. Nonetheless, the action in the poems remains the same – surrendering to the abyss. 3. Most of the poems had their verbs in the present tense, and in the indicative mood. The style may be to emphasize that the speaker is actually experiencing whatever situation is being imparted in the poems. Such style makes the poems more contemporary and typical, and thus engaging to read and easier to relate to despite the fact that they were written centuries ago. The syntax may also indicate that the poems will be eternal since the action involved is always presented as a current situation. 4. In her poems, Dickinson uses two formal patterns alternatively- tetrameter and trimeter. In every stanza, the first and third lines always have four stresses while there are only three stresses in the second and fourth lines. The rhyme schemes come in the ABCB form. 5. Dickinson uses the slant rhyme in the second and fourth lines of the first two or three stanzas to provide a sense of association and form. Sugar metabolism is the process by which the body converts food into energy that can be used by muscle cells. From there, the hormone insulin plays several important roles. It is obvious that the cells that make up a person need energy to survive and function. Insulin is crucial in the delivery of energy to cells. In the body, glucose is the standard form of energy after digestion. Unfortunately, glucose's size and structure make it hard for the molecule to pass through the outer membranes of many of the body's cells. Insulin helps to fix this problem. Specifically, insulin bonds with the outer membrane of cells to increase permeability. This enables glucose to pass through the cell membrane more easily and gives the cell access to more energy. Without insulin, it is extremely difficult for glucose in the blood to be used by the body's cells as energy. Conversely, an abundance of insulin increases the rate at which glucose is used by the cells and therefore lowers the amount of glucose left in the bloodstream (Guyton, Hall, 972). Homelessness Melissa St George SOC 203: Social Problems Instructor: Risa Garelick August 28, 2011 I intend to show the meaning of homelessness and the different ways that people become homeless. I will also show how we can go about preventing homelessness. Homelessness means that one has no place to live. â€Å"The most prominent sociodemographic characteristics identified with high risk of homelessness have been male gender, Black race, being unmarried, and being middle aged† (Greenberg & Rosenheck, 2010, p1234-1235). Most of the homeless live in cities but there are those who live in the rural areas. Most of them are hidden because they are homeless for shorter periods of time. There are several causes or reasons why people are homeless, some of them are by choice and others are forced, contrary to most people’s beliefs that they â€Å"are drug addicts, alcoholics or are mentally challenged† (syzygyastro). The different types of homeless people are â€Å"push-outs†, victims of environmental catastrophe, mentally ill, the new poor, the technologically unqualified, the elderly, runaways, the demoralized, alcoholics, ease addicts, travel addicts, and excitement addicts (Henslin, 2008, p 228). The â€Å"push-outs† are people or families that have been forced out. They can be teenagers who are thrown out by their parents. The parents may have thrown them out due to They can be adults or families who have been evicted by landlords. Due to the high costs of rents, they may have had to choose between paying the rent or other necessities such as food, clothing, or gas. Or they could have lost their home due to the â€Å"sub-prime mortgage catastrophe that has made more than families homeless in 2008 and now threatens a further 48 percent of the rest sub-prime mortgage holders who are late in payments or in default† (Syzygyastro). Victims of environmental catastrophe have been forced out due to hurricanes, floods, fires, tornadoes, tsunamis, or other environmental disasters. The mentally ill have been forced out by hospitals or insurance companies. They are unable to care for themselves, so they live out on the streets not knowing how to survive in the â€Å"real† world. They can also become homeless because they need to choose their medications over rent. â€Å"20% to 50% of homeless adults suffer from a serious mental illness† (Greenberg & Rosenheck, 2010, p 1235). The new poor are forced out from a job due to technological change. There jobs are taken over by machines and/or globalization. The company moves to another part of the world, so that they can pay fewer wage to their employees. The technologically unqualified have been forced out because they never posed any technological skills, so they are unable to keep or get jobs. The wages that they do receive are so low that they can not afford an apartment. The elderly have been discarded. They have no family support, no income, and most are unemployable. Runaways choose to be homeless due to unstable living conditions. Most of these runaways are teenagers who have been physically abused. Some are the results of the system failing them. Most of the runaways are between the age of fifteen and seventeen but there are some that are as young as age ten. The demoralized are the depressed who have given up. The addicts are those who have been addicted to alcohol or drugs and choose their addictions over their homes. 0% to 80% have a history of substance use disorders† (Greenberg & Rosenheck, 2010, p 1235), â€Å"thirty eight percent of homeless people have a problem with alcohol addiction and that another twenty six percent of homeless people have addictions to other drugs† (Substance Abuse and Mental Health Services Administration, 2003). The Anti-Drug Abuse Act has made impossible for people who are convicted of a drug-related crime to keep their public housin g. In the 1950’s the deinstitutionalization of psychiatric treatment was the major factor of homelessness. The ease addicts choose homelessness. They are usually in their early twenties and want to escape responsibility. The travel addicts choose to be homeless and want to roam. The excitement addicts choose to be homeless. They enjoy the thrill of danger and because it offers the â€Å"edge†. The other things that are also associated with homelessness are past incarceration, exposure to trauma, lack of low-income housing, and the decrease in public funds. â€Å"As a result of loss of benefits, low wages, and unstable employment, many families leaving welfare struggle to get medical care, food, and housing† (National Coalition for the Homeless, 2009). A lack of affordable housing and the limited scale of housing assistance programs have contributed to the current housing crisis and to homelessness† (National Coalition for the Homeless, 2009). There are many ways that we can help to prevent homelessness. In 1987, the McKinney Homeless Act took the first steps to this by making it a federal law that there ne eded to be funding for the homeless. The next steps that we need to do is to evaluate the homeless in our communities to see what programs or services are most in need. We need to evaluate our homeless shelters. We need to have job training and financial programs. We need to keep track of the people that we help. We need to set up supportive housing and/or â€Å"Unfortunately, government action and public policy of recent has not necessarily helped the plight of the homeless, in fact in some cases it has served to compound the problem† (Gaddis, 2007). When we evaluate the homeless in our communities to see what programs or services that we need most, we need to do it in a way that is nonthreatening and compassionate. We need to evaluate our own bias, so that we can put them aside and help them. Many of the people that experience homelessness are not the stereotypical homeless persons that would come to mind when thinking about this problem† (Gaddis, 2007). We need to find out why they are homeless and look to the local government for help. Public assistance programs can help the homeless with some of their problems. There needs to be some type of coordination between homeless sh elters and public service agencies. Some people will not go to public agencies for help because of the bias of others and/or because of their pride. Many of the reports that I read told of conditions at shelters as being in poor condition. An example of this is when FEMA set up the social housing after Hurricane Katrina. â€Å"Some people are highly critical of these camps, calling them nothing more than concentration camps complete with barbed wire and gun towers† (Syzygyastro). The other reports that I read talked about shelters that were run down, very few of them, and they were riddled with disease, pests, and thefts. Job trainings and financial programs will be able to help the homeless get back on their feet. We should have some kind of job training programs for these people because most of them are there due to a job loss. This would also help the runaways who need to the life skills to survive in the world. Financial programs could be very helpful because it can help them get their finances in order and to teach them how to stretch their earnings by budgeting. We need to keep track of the people that we help. Too many times people get the help that they need and then they are forgotten about. We need to set up programs that help this people and offer support over a long period of time. Studies of placement programs often find that they lose track of residents within the first year, so track clients carefully, and assess their need for specific services† (Solutions for America). We need to look at supportive housing or â€Å"Treatment of substance abuse has been reported to improve outcomes in homeless persons with dual diagnoses of serious mental illness and substance abuse† (Folsom, Hawthorne, Lindamer.. , 2005). When we set up supportive housing for addicts, we can help them to beat their addictions and set up their new â€Å"life†. We can also help the people with mental health disorders; get the supports that they may need. We will only be able break the cycle by coming together as a community and working on ways to help those that are having a difficult time.
